Below is a practical breakdown: how to read the USD ranking, which banks more often sit at the top, and how to pick a point for your task.
The simple answer: "wherever today is cheapest". The more careful one: it depends on the direction of the operation. If you have USD in hand and need BYN, look for the highest USD buy rate. If you need cash dollars, look for the lowest USD sell rate.
These two rankings are different. The same bank can look "best" on buying and "average" on selling if it has a surplus of USD at the counter today.
